Collaborative Framework on Enhancing Dialogue on High Shares of Renewables in Energy Systems: Tripling global renewable energy capacity by 2030

IRENA’s Collaborative Framework Enhancing Dialogue on High Shares of Renewables in Energy Systems serves as a common forum to facilitate peer-to-peer collaboration and exchange of knowledge and experiences. Six technical meetings related to various workstreams under this Collaborative Framework took place to date, facilitating peer-to-peer dialogue on different aspects of respective subject matters.

The meeting on cross-border interconnections looked into mechanisms to promote regional trade of renewable electricity as a means to optimise system development and operation, while providing technical and socio-economic benefits for all countries involved. The meeting on energy system operation discussed operational mechanisms to ease grid congestion and mitigate power curtailment, as well as those. The energy system planning session dived into innovative scenario planning approaches, including through the Long-term Energy Scenarios (LTES) facilitated by the Agency. The meeting on energy markets and regulations featured various market design options to facilitate the penetration of renewables while contributing to long-term investment security for achieving high shares of renewables. Another meeting addressed cross-sectoral strategies to align renewable energy development in support of sustainable development goals through decentralised solutions for promoting productive use of energy in such as water, food and health sectors. The meeting on energy system innovation highlighted the innovative solutions that built upon the combination of individual innovations should bring together the necessary elements that can have a transformative impact in the way societies consume energy today.

The upcoming meeting of the Collaborative Framework is organized following COP28 where over 130 countries agreed to work together to triple global renewable energy capacity and double global energy efficiency improvements by 2030, aligned with IRENA World Energy Transitions Outlook on the need to close the energy transition gap to stay on a 1.5^°C pathway. The renewables ambition translates into an increase from 3,400 GW of capacity existing today to over 11,000 GW by 2030, adding on average 1,000 GW annually till the end of this decade. Countries and regions will follow different trajectories in tripling their national renewable energy capacity by 2030.

The key objective of the meeting is to share experiences and discuss how the six workstreams of the Collaborative Framework (namely, cross-border interconnections, operation of energy systems, energy system planning, energy markets and regulations, cross-sectoral strategies, and energy system innovation) could support the realization of the global pledge of tripling global renewable energy capacity by 2030, with key perspectives of developing enabling infrastructure, policy and regulation, skills and institutional capacity, mobilizing finance, and international collaboration.
